EXCLUSIVE: Former Teacher of the Year at Clear Creek ISD school accused of sexual abuse

WEBSTER, TX (KTRK) -- A former Teacher of the Year at a Clear Creek ISD elementary school is accused of sexual abuse. The alleged victim was a third grader and allegations are coming to light years after the alleged crime.

According to court documents, the alleged abuse happened inside a classroom at McWhirter Elementary seven years ago. The victim says it happened several times while Oscar I. Perez tutored her after school.

He is charged with Continuous Sexual Abuse of a Child. Court documents show he emailed her parents requesting that she stay after school two days a week for tutoring so she could pass the STAAR test.

The victim says he sat in a corner of the classroom and "would put her on his lap, straddling him, and bounce her up and down." She says he touched her genitals on several occasions.

She told friends about the alleged abuse when she was in sixth grade, according to court documents. As a sophomore in high school, she recently decided to tell her mom.

We made several attempts to speak with Perez in person and on the phone to no avail.

Ironically, he was named McWhirter's Teacher of the Year that same school year in 2009. Then, he told our Houston Community News partner, the Pasadena Citizen the students "need to trust you and understand that you are there to help them, and anything they need they can ask you."

The investigator on this case found that another student reported Perez inappropriately touched her by rubbing her thighs during a test this past school year.

Clear Creek ISD's entire statement on these allegations and Perez's status with the district is below:

In the Clear Creek Independent School District, we are committed to providing a safe learning environment for all students. As soon as the District was notified of the student's complaint, the teacher was put on leave on April 28, 2016 and has not returned. The District has cooperated fully with Galveston County law enforcement during their investigation and will continue to do so. Previously, the teacher had been placed on leave during a separate investigation from February 11-15, 2016.

Perez is currently out on bond.
