The chase started on Church Street and FM 1314 in Porter and ended at Aldine Mail Route and Airline.
Authorities say the black pickup they were chased slammed into a white pickup with two women inside.
"A black truck basically trying to turn, coming so fast the brakes locked up and he skid right into us," said victim Angela Prado.
The women were not hurt. One of the witnesses says the driver did not try to run after the crash and police pulled him from the vehicle.
Jeremy Paul Valdez, 22, was arrested and charged with evading arrest and driving while intoxicated.
