Serial sex assault suspect charged, other victims sought

HOUSTON (KTRK) -- A 37-year-old man is now charged in multiple sexual assault cases in the Houston and Jersey Village areas dating back to June 2014.

Reginald Dwayne Bond is charged with five counts of burglary with intent to commit sexual assault.

In a press conference today, HPD's Kim Miller says she thinks there are more victims and called Bond a "true serial suspect." She added more victims that come forward could be crucial in providing a more severe punishment.

HPD says Bond is believed responsible these sex assaults:

June 22, 2014, in the 11000 block of Pleasant Colony (Jersey Village)

April 26, 2015, at 9800 block of Meadowglen

May 17, 2015, at 11100 block of Pleasant Colony (Jersey Village)

December 25, 2015, at 9800 block of Meadowglen

January 17, 2016, at 9800 block of Meadowglen

In each incident, Houston police say Bond watched his female victims and then entered their homes during the early morning hours of 3am to 5am. Police say he would look around their homes and either stand by the victims' beds to wake them with a flashlight or get into the beds before waking them. In some instances, police say Bond concealed his face while in others, he covered the victim's face.

Police say DNA connected two cases in Jersey Village to a suspect in four other cases in the St. Louis area dating back to 2008. Bond was later identified as the suspect.

Bond was taken into custody on January 22 and police say he has admitted his role in the incidents in Houston and Jersey Village.

Investigators believe there may be more victims and encourage anyone who has information on other possible incidents to contact the HPD Robbery Division at 713-308-0700 or Crime Stoppers at 713-222-TIPS.

Miller said Bond covered his face so he was hard to identify. She's hoping that doesn't deter other possible victims from coming forward.

"I think there's a lot of women out there who would just not report, thinking, 'I can't identify this guy, what are the police going to do?'"

She said the more victims who come forward, the stronger Bond's punishment could be.

At the press conference today, Miller said he would watch victims, and selected them in particular. He wanted to talk to his victims, and "have a relationship with them." When he would enter their home, Miller said he would sometimes stay for three or more hours. Miller says the victims looked somewhat similar and victims said Bond told them, "He had been watching them." There were black and Hispanic victims.

Miller says Bond wouldn't say how he entered the apartments but there was no sign of forced entry. Still, it's strange because the victims didn't let him in and victims said they know they locked the door.

Miller said Bond had a gun and knife on several occasions.

So far at least five victims have come forward.

Miller says they were able to find Bond after he stole a victim's computer. They traced the victim's laptop.

Miller said Bond confessed to the crimes and his DNA matched all the cases.

Police say they believe there may be four victims in Missouri alone.

Bond, according to police, has lived in Houston since 2012.
