HCSO said the baby's mother and another passenger were also taken to the hospital for their injuries.

All lanes of the East Freeway near the San Jacinto River were closed as officials conducted their investigation.

HCSO said Cotton, driving a Ford SUV, failed to stay in his lane and crashed into the Nissan that was parked on the left shoulder. They added that the Nissan slammed into the concrete barrier and ended up in the leftmost lane of the highway.

Investigators said that Cotton was evaluated at the scene and showed signs of intoxication.

Court documents show Cotton was charged with intoxication assault with a vehicle and his bond was set to $50,000.

The sheriff's office said that the crash remains under investigation.
