Harris Co. Constable Precinct 7 sergeant arrested, accused of sexually harassing teen in 2023: Docs

HARRIS COUNTY, Texas (KTRK) -- A Harris County Constable Precinct 7 sergeant has been arrested and is accused of sexually harassing a 17-year-old girl.

According to investigators, Ostin Urbina did it while he was in uniform, driving a marked patrol car.

ABC13 spoke with the alleged victim, who said the long investigation has been extremely difficult for her and her family.

This allegedly happened back in 2023, and Precinct 7 officials say they've been investigating ever since.

The sergeant was arrested on Saturday and the department placed him on administrative leave.

Urbina was hired at Precinct 7 back in 2017.

According to department records, he was promoted to sergeant in September 2023.

That's one month after he's accused of sexually harassing a then 17-year-old multiple times.

According to a probable cause document filed on Saturday, the sergeant met the teenager where she worked at a Starbucks in Houston's south side.

Sergeant Urbina is accused of following her home from work and pulling her over in his patrol car twice in one week to harass her.

She said the then 39-year-old told her, "Just remember, you turn 18 in three weeks."

According to court records, the sergeant told her he had looked up her address in his police database, checking all the cars in the Starbucks lot until he found hers.

Records show the then teenager told police at the time that he continued to harass her even after the two incidents.

On Monday, she shared this message to others who could potentially find themselves in similar situations: "To not be feared or to stay quiet just because that person has more power than you do, actions speak louder than anything, and with time the truth always comes out."

ABC13 has spoken to this sergeant's attorney. He denied the allegations and claimed his client had already been investigated and cleared in regard to these incidents, though the department has not confirmed that.

The sergeant is due in court Tuesday morning.
