Grand jury no bills former U.S. attorney in Houston hit-and-run allegation

HOUSTON, Texas (KTRK) -- A former U.S. Attorney accused of leaving the scene of a crash that injured another driver earlier this year has been no-billed by a grand jury, according to her attorney's office.

In May 2026, Jennifer Lower was charged with failure to stop and render aid in a crash in west Houston. At the time of the incident, surveillance video showed a black sedan heading north on Asbury Street around 8:07 p.m. on Thursday, May 14. The sedan crashed into a car going west on Memorial Drive.

But Lowery's attorney said she did stop while the other vehicle went two blocks, pulled into a parking lot out of view from Lowery, and called 911. The attorney said Lowery left because she thought the other vehicle had departed.

Lowery's attorney added that she drove home and from there her husband called 911 to report the accident. Both calls were made minutes apart.

"The evidence establishes that both parties independently reported the same accident within minutes of one another. Unfortunately, the 911 call center never recognized that they were reporting the same accident," Lowery's attorney shared in a statement.

A grand jury declined to indict her, meaning there is not enough evidence to charge her with a crime.
