GALVESTON, Texas (KTRK) -- At the time of his arrest Friday night on an aggravated kidnapping charge in Galveston, Graham Dunn was already a wanted man, according to court documents obtained by Eyewitness News.

Authorities confirm the 27-year-old had an active warrant in Dallas County, multiple probation violations, and three pending criminal cases in North Carolina.

Dallas County court records show Dunn agreed to 18 months of probation in May 2025 as part of a deferred adjudication agreement in a 2023 family violence case out of Farmers Branch.

He's accused of forcing his girlfriend to the ground and squeezing her neck and throat.

One of his probation conditions was that he stay in North Carolina, where records show he has family.

"It's usually the opposite, where they say, 'You need to stay so I can monitor you,' but when someone's on probation, they can transfer," said Joe Vinas, a criminal defense attorney not affiliated with any of Dunn's cases.

Another condition of Dunn's probation was that he not commit any new crimes.

Yet charging documents show that just 10 days after he was put on probation, he was issued a criminal summons for false imprisonment in Wilmington, N.C.

Three months later, Dunn was arrested again in Wilmington on a secret peeping charge. The victim told Eyewitness News that Dunn would hide in trees and bushes outside her apartment complex and call out to her. The day of his arrest, she said he tried to break into her apartment.

Days after that, Dunn was arrested again on sexual battery and assault charges involving a different woman, but was able to post an $11,000 bond.

All three arrests appear to have violated Dunn's probation and deferred adjudication agreement in Dallas County.

In October, prosecutors filed a motion to revoke his probation and convict him of the 2023 assault charge. Records show an arrest warrant was served in November.

Yet once he was back in Dallas, he was allowed to post a $2,500 bond on the probation violation charge, according to court records.

"If someone's on deferred adjudication, under the law, they are entitled to a bond," said Vinas.

But on Jan. 21, the Dallas County Sheriff's Office said Dunn was arrested by SMU police for evading arrest but then released.

Prosecutors claim the arrest violated his previous bond conditions and filed a motion to have a warrant issued for his arrest on Jan. 23. The warrant wasn't issued until Jan. 27.

Police didn't catch up with Dunn until Friday, when he was arrested at the Galveston Beach Hotel after police said he kidnapped a 12-year-old girl.

Court documents say Dunn forced the girl into his car while she was out walking her dog around 7 p.m.

The girl told investigators that Dunn gave her two pills that made her feel "woozy" and touched her sexually. She said he filmed some of the crimes on his phone.

On Wednesday, prosecutors in North Carolina filed a motion to raise Dunn's bond there to $250,000. They cited statements he made to a magistrate on Saturday as evidence that he didn't take the charges against him seriously.

"All those charges were misdemeanor charges," Dunn said. "I've never had a felony charge on my record."

Prosecutors in Dallas also pointed to the kidnapping case in their second bid to have his probation on the 2023 assault charge revoked.

Dunn is being held at the Galveston County Jail on a $500,000 bond.

Police have said additional charges are possible and are planning to hold a news conference Thursday morning.
