HOUSTON (KTRK) -- There's a surprising twist in the case of a jockey suspected of carrying a shock device at Sam Houston Race Park.
According to newly filed documents, the Texas Racing Commission alleges Roman Chapa carried a similar shock device in the same race a year earlier as well.
It is the second alleged violation of racing rules forbidding shock devices that could both hurt a horse and make it run faster.
The racing commission would not say how the alleged infraction was detected.
