The family of a man who was stun during a police confrontation in Missouri City is speaking out about the incident

MISSOURI CITY, TX (KTRK) -- A wild confrontation between police and a suspect is caught on camera as officers move in and hit him with a stun gun.

In a cell phone video taken a week ago, you can see Dustin Hall get stunned by police. Then, he falls and hits his head on his car.

"I thought he was dead, thought he was dead and there was nothing I could do. I couldn't grab him because I'm afraid I'm gonna be tazed," his sister, Dana Hall, said.

Hall's head needed several staples and he was also cut and scraped on his face. Hall's sister, who took the video, says a Missouri City police cruiser also bumped her brother because it wasn't in park.

"That officer just arrived on the scene. Didn't put his car in park, ran around. He was like I don't have a gun. There's no reason," she said.

We obtained the dash cam video from police. It shows Hall getting out of his car. The officer orders him to get back in his car. Then Hall argues with the officer and moves closer, and that's when the officer deploys the stun gun.

What you don't see on the video, one police officer did draw his weapon during the altercation. Police say he raised his weapon because the suspect approached him. Then the officer switched to his stun gun.

"It was the appropriate thing to do. They felt like he was going to hurt them or could possibly assault them. I think they responded according to our policy," Assistant Chief Keith Jemison said.

Missouri City police say Hall also drove several blocks and never pulled over for police.

"He's not stopping he knows he's back there. I would just think a reasonable and prudent person would yield to an officers signals and that didn't happen," Jemison said.

Dustin Hall is a felon. He is charged with resisting arrest, eluding police and driving while license is invalid. His sister says he is out on parole.

Police say there will be no investigation and their office has not received a formal complaint on the incident.
