Dangerously cold conditions led to a hard freeze Monday morning.

An Extreme Cold Warning is in effect for all of Southeast Texas until noon Tuesday. Temperatures will fall well below freezing by sunrise on Monday.

As the arctic airmass crosses our area, power and water outages and partial road closures have affected most communities north and west of Houston. Montgomery County experienced widespread outages by Sunday evening, officials said.

Many school districts and universities, as well as public offices and courts, are closed on Monday due to inclement weather.

Freezing rain expected overnight, precipitation will cause ice to form on trees and overpasses

Ice Storm Warnings, Winter Storm Warnings and Winter Weather Advisories begin Saturday evening ahead of a cold night that is expected to bring freezing rain and ice accumulations to Southeast Texas.

Voting centers for the CD-18 special runoff election closed, Harris County Clerk says

According to the office of the Harris County Clerk, all voting centers open for the CD-18 special runoff election will be closed on Sunday and Monday due to the inclement weather.

It added that all Harris County Clerk offices will be closed on Monday as well.

"The safety of voters, election workers, and staff must come first," Harris County Clerk Teneshia Hudspeth said. "This decision was made in close coordination with state and local emergency management officials."

Hudspeth said her office will provide updates through their websites cclerk.hctx.net and harrisvotes.com.

All HOV/HOT lanes across Houston area closed, METRO says

In a statement, METRO said all HOV/HOT lanes, including the I-10 Katy-CBD ramp, will be closed starting at 8 p.m. tonight. Closures will remain in effect until Tuesday morning.

METRO urged riders and drivers to follow METRO's official channels for the latest updates.

Ice expected late Saturday night, early Sunday morning as freeze line moves into southeast Texas

The freeze line directly north of our area has not advanced as far south as much of the guidance suggested, so a hard freeze is not expected to reach anything south of Lufkin at the moment. This will delay the onset of freezing temperatures for our counties near Lake Livingston until sometime between 6 p.m. and 9 p.m.

That said, the freezing air over the Hill Country remains colder than most guidance expected, and it is still on track to enter the western counties of our area on Sunday between 6 p.m. and 9 p.m., and to reach the west side of Harris County by 3 a.m.

ABC13 Meteorologists are projecting the north and west sides of Houston will have icy conditions starting Sunday morning, while it will be a close call for the east and south sides of the city.

Freezing drizzle or mist will increase the risk of icing on elevated roadways and growing evidence by 13 Alert Radar shows most of Houston may not get above freezing tomorrow, so anything frozen Sunday afternoon will likely remain that way until Monday afternoon.
