Deputies say the man was standing in the middle of Highway 249 near Fallbrook and then he ran out in front of an SUV. The driver was unable to stop and killed the man.
Deputies don't expect to file any charges against the driver. Investigators say this was a dark section of the highway and the victim was not using a crosswalk.
