The young woman says it happened during this year's Houston Livestock Show & Rodeo BBQ Cookoff at Reliant Park. She got separated from her family and had hoped this officer would help. Instead, her father tells us he used his badge to betray her trust.
"He's got to face the consequences for this. He's messed with our life and now we're going to mess with his," said the victim's father, whom we are not identifying because of the nature of the offense.
According to court records, Tommy Forgue, a deputy who's been with the Harris County Precinct 5 Constable's Office for four and a half years, was in full police uniform when that father's 23-year-old daughter turned to him for help. She got separated from her parents among the crowds at the barbecue. He offered to drive her to their car, and in that short time, her father says the deputy violated her.
"As soon as he pulled away, she told me what he had done -- that he was pulling at her top, pulled her top up and made her show her breasts," the father said.
The father says Forgue threatened to arrest her when she tried to get out of his vehicle.
"I was burning mad, that was my reaction," the father said.
Forgue is now charged with official oppression by sexual harassment and is off the job pending a Precinct 5 internal affairs investigation.
At his Atascocita home, the person who came to the door never opened it.
Meanwhile, the victim's father fears his daughter may not be the only one.
"If there's any other girls he's done it to, come forward, stop the man," he said.
Court records show Forgue was working an official extra job for the rodeo when this happened. Pct. 5 says he is still employed but on administrative leave.
Forgue has posted bond, and if convicted, he could face up to a year in jail.
