Acting FEMA Director David Richardson told staff in an all-hands meeting that he was unaware hurricane season had started, according to sources familiar.
After severe storms hit the state in mid-March, Gov. Sarah Huckabee Sanders applied for disaster relief through FEMA.
"I want to see two things in Los Angeles, voter ID, so that the people have a chance to vote, and I want to see the water be released and come down into Los Angeles and the state. Those are the two things," Trump said.
This comes as FEMA Administrator Deanne Criswell is set to testify to Congress Tuesday afternoon in Capitol Hill.
