What internal docs reveal about Pasadena officer investigated for Flock misuse

PASADENA, Texas (KTRK) -- The former Pasadena police sergeant being investigated for Flock camera misuse was previously suspended amid a harassment probe.

Eyewitness News reviewed internal affairs documents from the officer's file. He isn't being named since he hasn't been charged with a crime.

The sergeant, who oversaw an all-female squad, was allegedly caught zipping and unzipping a female officer's workout pants at the police department gym in 2023, according to the file.

In 2024, a different female officer accused him of showing her a woman's nude photo.

He was suspended in 2025 for how he responded to the same officer reporting him to internal affairs for harassment.

According to the documents Eyewitness News obtained, he repeatedly violated a no-contact order, spread rumors the officer was having an affair, and texted his female squad to deny the allegations against him.

"I care for you guys more than the average sergeant, and I will never apologize for it," he wrote. "But it appears some aren't good with it and y'all might have Sergeant (name) babies popping out soon."

During an interview with an internal affairs investigator, the sergeant offered his thoughts on young female officers.

"Their brains aren't even developed yet," he's quoted as saying. "We have lowered our hiring standards. We got all of these emotions. It's basically like Jersey Shore."

The investigator also quoted him as saying, "For the most part, females are more emotional than men. They do have that thing that happens once a month that brings out their emotions."

Records show he was suspended indefinitely in March 2025, but he later appealed and had the suspension modified to a 30-day suspension.

He returned to the Pasadena Police Department in August 2025.

In May, the department opened an investigation into the sergeant for potentially misusing Flock cameras. Pasadena Councilman Emmanuel Guerrero said the officer is accused of using the cameras to track the movements of a female officer.

Pasadena Mayor Thomas Shoenbein confirmed the sergeant resigned July 8 but said the investigation would continue.

The former sergeant's attorney told Eyewitness News her client disputes the allegations against him and the former police chief's conclusions about his conduct.

She said the allegations continued in the documents Eyewitness News obtained don't "represent the full context of the underlying events."
