Prairie View officer arrested, accused of sexually harassing woman during traffic stop: Records

HOUSTON, Texas (KTRK) -- A former Prairie View police officer is now in custody on an official oppression charge after allegedly sexually harassing a motorist, according to court documents.

According to online court records, Scott Mills was booked into jail at around 8:01 p.m. on Monday,

Houston police say that Mills pulled the victim over in June 2024 on Ella near Kuykendahl. The victim said Mills was wearing his police uniform and driving a black SUV that had the word 'police' written on the side.

"You are lucky I pulled you over and not a white cop," he allegedly told her after she pulled into a Family Dollar parking lot.

Mills allegedly began asking the victim a series of sexually charged questions, like, "Why don't you have a bra on?" and also asked if she performed specific sexual acts.

"I can see you have nipple piercings," he's alleged to have said at one point.

The victim also told police that Mills commented on her long eyelashes and tattoos and leaned into her car to touch them.

At the end of the traffic stop, Mills allegedly told the victim he would only let her go if she took down his phone number.

Police say that the number allowed them to quickly identify Mills, although the charge wasn't filed until last week.

Texas Commission on Law Enforcement records show Mills hasn't worked for Prairie View police since January 2025.

The same records show he began working for the San Jacinto County Sheriff's Office in June 2025, but a sheriff's office spokesperson told Eyewitness News Mills doesn't work for them.

The former officer was arrested on a theft charge in 2022 when a man accused him of stealing his car while in uniform. Prosecutors later dropped the charge, citing insufficient evidence.
