Man out on bond arrested again, accused of impersonating DA staffer

HOUSTON, Texas (KTRK) -- A man who was out on bond is back in jail after being accused of pretending to be an investigator from the district attorney's office.

Court records show Isaac McNeese is accused of stealing from a funeral home and returning months later, claiming he was an investigator with the Harris County District Attorney's Office.

McNeese now faces a charge of impersonating a public servant. Documents state that on Monday, McNeese banged on the door of Barkley Memorial Funeral Home near the Third Ward.

Investigators learned McNeese had allegedly burglarized that funeral home in January and stolen over $7,000 worth of items after someone recognized him as the same person accused in that incident.

Records reveal McNeese, while on bond for that alleged crime, attempted to break into the building on Monday and was found with a backpack containing a hammer, crowbar, bolt cutters, and a large chisel.

The Barkley family told ABC13 that McNeese pretended to be an investigator and demanded answers and evidence about the January incident from general manager Stephanie Barkley at the funeral home on Monday. Investigators said his behavior is getting worse.

"I didn't know if he had a gun, a knife, or what?!," Barkley said. "This is the same guy that broke in. He's back, and I don't know what he wants. He's beating on the door, and he's yelling something."

Barkley and her family have owned Barkley Memorial Funeral Home for decades. This week, she experienced her second scare this year after investigators said the same man who was charged with stealing from them several months ago returned on Monday.

"He said, 'Well, you had an incident that occurred here a few months ago, do you remember that?' And I said, 'Yeah, I remember.' And he said, 'Well, I'm trying to find out where the evidence is.'"

Barkley said he asked many questions and acted like he was an investigator with the district attorney's office. She told ABC13 she asked for his identification, and when he showed her his ID, she recognized his name from his previous arrest and immediately had chills.

"He opened his wallet and showed me his ID ... while I know the name of the person who broke in in January. He opened his ID, and I saw his name," Barkley said. "I don't scare easily. Most people know I don't scare easily, but that scared me."

Barkley said she told the McNeese that she needed to go inside and lock her pet up and that she would be right back. Then, she shut the door and called 911.

Investigators said McNeese was arrested outside the funeral home moments later.

"He had time to get a suitcase and fill it up with my tablets, my laptops, my husband's backpack, my blower, my weed eater," Barkley said.

"You took everything! I haven't been able to replace it. I don't have anything else left. What do you want?!" Barkley expressed.

Now, McNeese is charged with impersonating a public servant and burglary of a building.

"I'm glad he's locked up, but he needs to stay locked up," Barkley said.
