A police officer was caught on camera macing two teenagers who were handcuffed in a holding cell

ALTON, IL -- Raw video from surveillance cameras appears to show two teenagers being pepper-sprayed while they are handcuffed. The video was taken in January at police headquarters in Alton, Illinois.
