Waller Co. hit-and-run suspect considered a "challenging" inmate

BROOKSHIRE, Texas (KTRK) -- Victor Kevin Tome is a challenging inmate inside the Waller County Jail, according to Judge Trey Duhon.

"We had to already transport him one time to Tomball Hospital because he managed to pull a metal plate off of the toilet access," Duhon said, "So we're doing everything we can to make sure he is safe and secure."

The 25-year-old, self-proclaimed military veteran is facing several charges, including murder, for allegedly running over three cyclists Saturday, killing two of them, then running away.

"He is from Dallas, was apparently staying with a friend in Houston," Duhon said, "He has no connection to Waller County that we can tell at this point, so the fact that he was in Waller County, going down a county road at the time of this incident, it was a random occurrence."

The tragedy itself may not have been random, according to a homeowner Eyewitness News interviewed Saturday.

That homeowner found Tome inside his living room and recognized Tome to be mentally unstable.

"He had hurt them because he thought they were going to hurt him," Mark Newkirk, the homeowner, said, "That's what he was telling me. He was rambling on and on."

Keri Guillory was riding with her husband, Michael, when both of them were hit by the car Tome was allegedly driving. Keri didn't survive. Michael said he suffered a knee injury, a broken hand and will likely need surgery.

Craig Tippit, who was riding in a separate group of cyclists, was also hit and killed. His family set up a GoFundMe page to benefit his two young sons.

"It's a tragic situation," Duhon said, "We have them in our thoughts and prayers. We're going to do the best that we can to fully investigate to determine what happened in this case and prosecute if necessary."
