Dangerously cold conditions led to a hard freeze Monday morning.

An Extreme Cold Warning is in effect for all of Southeast Texas until noon Tuesday. Temperatures will fall well below freezing by sunrise on Monday.

As the arctic airmass crosses our area, power and water outages and partial road closures have affected most communities north and west of Houston. Montgomery County experienced widespread outages by Sunday evening, officials said.

Many school districts and universities, as well as public offices and courts, are closed on Monday due to inclement weather.

More freeway connector closures in south Harris County, The Woodlands areas, officials say

Icy conditions continue across Houston and Harris County, mostly affecting freeway connectors with elevated flyovers.

The Harris County Toll Road Authority closed the westbound exit of South Sam Houston Parkway East at SH-288 in south Harris County on Sunday afternoon, according to Sheriff Ed Gonzalez.

Gonzalez said that vehicles were exiting using the feeder road as a detour.

On the other side of town, Harris County Sheriff's Office Lt. Terry Garza said the flyover ramp from the I-45 North Freeway to Woodlands Parkway was closed due to the icy conditions.

Garza told motorists to expect more closures if necessary.

Other than the flyovers, most roadways remained open across southeast Texas. Officials still urged caution and advised those who did not need to be on the roads to stay home.

Under Over Fellowship church is one location that is opening its doors in Conroe.

"We as Texans are not ready for this type of weather, and people -- as much as they prepare -- there's still a need to stay, stay warm. (If) people lose power, they don't have an ability to cook food. So, we want to provide a place where they can come and be safe," Pastor Jerry Vineyard said.

Pastor Vineyard said about 60 people stayed at their Conroe warming center overnight.

Grimes, Fort Bend Counties offices will be closed on Monday, according to officials

Due to inclement weather, Fort Bend County officials announced that the district clerk's and passport offices will be closed on Monday.

Officials said all passport appointments were canceled and must be rescheduled by visiting the district clerk's website.

Fort Bend County officials announced that jury duty was canceled as well, and those who were going to serve would need to visit the Homeland Security and Emergency Management website for further information.

Fort Bend County said it expects normal operations to resume on Tuesday.

Additionally, the Grimes County Office of Emergency Management said all county offices will be closed on Monday.

Inbound and outbound flyovers at Grand Parkway and Highway 290 closed due to ice, HCSO said

In an update Sunday, ABC13 Chief Meteorologist Travis Herzog said big flyovers and connector ramps north and west of Houston are likely frozen over.

As the freeze line crossed most of southeast Texas, most surface streets in and around Houston weren't icy, while elevated roadways just outside the Houston area were likely to be icy due to overnight frozen precipitation.

In northwest Harris County, Sheriff Ed Gonzalez said inbound and outbound flyovers at the Grand Parkway and Highway 290 were closed due to the ice formation.

Herzog said that puddles of water on all roadways would likely freeze over tonight when the bitterly cold air returns.

"Be wise when out on the roadways, especially if you must travel tonight or tomorrow morning while it is still dark," Herzog said.
