David Downs, 20, allegedly robbed the Walgreens off Avenue H, around 12:45am Wednesday. Rosenberg police say he refused to surrender when officers arrived, even after they shattered his window. Instead, he led them on a 25 mile chase, ultimately coming to an end near Eagle Lake, where he was finally arrested. He's charged with robbery and evading in a motor vehicle.
