"He must face justice in Minnesota," Minnesota AG Keith Ellison said.
The sixth grader's parents say their child "wasn't a threat to anyone" and that the whole situation was handled "very unprofessionally."
"She basically took her cousin's name and made her 14 years old so we could search for the car more expeditiously," HPD Lt. Crowson said.
The case on Thanksgiving put police response time and staffing into focus after HPD said the woman concocted a story to get officers to respond faster.
An 11th-grader said students weren't given updates, and instead learned about what was happening on social media. HISD said an alert went out 23 minutes after the district became aware.
When asked if the false reports are connected, investigators in Waco said they "are not sure," but ABC13 sources said the calls in Texas came from the same number.
