Records show that the county treasurer is accused of burglarizing a vehicle on Saturday, Dec. 27.
Court documents allege the 67-year-old stole nearly $70,000 from 14 people after telling them he could fix their bad credit to help them get a car.
Police say the suspect is a repeat car burglar with more than 20 prior charges who was out on bond when the Navy recruit was killed.
Officers said they found guns, removed transmissions, catalytic converters, and $17,000 in cash during a warrant execution in an auto-theft case.
"I trust(ed) a police officer," said a man who was tricked into buying a stolen Lexus from a former Harris County detention officer and a former inmate, court documents allege.
