The executive order comes after the Legislature ended a special session without the House, Senate, and governor agreeing on restrictions.
The bill was also originally drafted with a wider scope, however, it was narrowed to only impact counties with 3.5 million residents. Harris County is the sole county that meets that requirement.
One attorney called the bill "reprehensible" and "discriminatory," saying it only applies to the most populous and most diverse county in Texas.
Abbott's recall ricocheted across American groceries and families' pantries, exacerbating an already mounting supply issue, and forcing families to scramble for what their babies needed for months.
"The State of Texas is working around the clock to ensure those affected by winter weather and severe storms have the support they need to recover," the governor said.
