Suspect shot by police had warrant for arrest

HOUSTON (KTRK) -- The suspect, identified as Frank Ernest Shephard, III, got out of the car, but as he reached back inside the vehicle, officers opened fire, fatally striking him. Family members say Shephard is 41 years old and is the father of three, with another child on the way.
