Speaker: David Frank
David Fink is the program manager for safety and regional incident management with the Houston-Galveston Area Council. In cooperation with state agencies and local partners, such as TranStar and local city and county offices, David is responsible for managing operations and implementing innovative technologies to advance safety and mobility in the region's extensive transportation network. He also oversees regional transportation safety programs and the Gulf Coast Regional Tow & Go Program. David has a degree in mechanical engineering from Texas A&M University in Kingsville (formerly Texas A&I University) and is a registered professional civil engineer in the state of Texas.
The Houston-Galveston Area Council is the voluntary planning commission for the 13-county Gulf Coast Texas region. Through H-GAC, local governments and elected officials work in cooperation with community leaders and stakeholders to solve region-wide issues, foster sustainable growth, and enhance the quality of life for the more than 7 million residents who call this area home. H-GAC's range of programs and services include transportation planning, public safety, community and environmental planning, workforce solutions, business and economic development, and human services.
