An alleged tutu flasher appeared in court and was ordered to stay away from anyone under the age of 17 while on bond

HOUSTON (KTRK) -- The accused tutu flasher appeared inside a Harris County courtroom Tuesday morning.

Richard James Staples did not comment to our cameras, but his lawyer Carl Haggard offered up an apology for his client. Constables claim Staples wearing an erotic tutu, bustier, fishnet stockings and stiletto heels when he walked up to the Regency Institute Beauty school in north Harris County earlier this month and exposed it all.

Haggard said that's the part Staples plans to dispute in court. Haggards said his client insists he was wearing underwear of sort. They called it a "demi veil."

"It's nothing that he is proud of. He is happily married. His wife has stood by side him during great times of tribulation," said Haggard. "I'll tell you that not only is he sorry. He's sought help for this in the past."

Staples' attorney is now working with the state to inspect the clothing.

Staples is charged with a misdemeanor crime of indecent exposure. He was released on 1,000 dollar bond. The state wanted more restrictions placed on his release. A judge ordered Staples not to go near places frequented by children, use drugs or alcohol, and come in contact with the complaints.
