Rudolfo Pinon III is charged with the murder of Galilea Adan, who police said was hit and killed on Sunday, June 14.
Houston Police Department officers said they responded to the incident at about 1:45 a.m. and found the victim dead in a moving lane of traffic near Bellerive Drive.
A spokesperson with the department said it all started as an altercation when a group, which included Adan, was leaving Red River Dancehall and Saloon on Bellaire Boulevard.

"At some point, the driver pulled over, and the driver and passengers exited the vehicle," HPD said in a statement. "The driver got back into the vehicle and hit the victim with his vehicle before fleeing the scene."
Court records obtained by ABC13 identified the suspect as Pinon and alleged he also tried to run over witnesses following the incident.
Records also state Pinon had a dating relationship with the victim.
Family members told ABC13 earlier this week that Adan was "young and full of life."
"She didn't deserve to die," the victim's cousin, Kimberly Trujillo, said.
