J. Coward.[br /]A man and a woman were travelling westbound on Seawall Boulevard on a motorcycle when they crashed into two pedestrians, Coward said.[br /][br /]Officers and bystanders performed CPR on the pedestrians and the driver, but the pedestrians died at the scene. Those victims have been identified as Elias Chavana, 33, and Patricia Delgado, 29, both of Katy. The driver and passenger of the motorcycle remain in critical condition, and have not been publicly identified.[br /][Ads /][br /]Investigators are still trying to reconstruct the accident with the help of DPS.[br /][br /][facebook URL="1262024913854493[br /]" /][br /]This tragic accident comes at the same time thousands are expected on Galveston Island for the Lone Star Rally, the largest motorcycle rally in North America.[br /][br /]Jubebe Kemp, of Houston, said he and his wife decided to come to the rally for the very first time this weekend.[br /][Ads /][br /]While Kemp says he doesn't expect the accident to damper the festival-like atmosphere on the island, he thinks it will be on people's mind.[br /][br /]"Nothing like this should happen," Kemp says. "A lot of people are saying a bunch of different things about what happened, but it's not a good thing to see bodies laying in the middle of the street."[br /][br /]Sgt. Coward said the accident should serve as a reminder to everyone to be careful during the rally.[br /][br /]Police say while many aspects of the case are still being investigated, it was determined that the motorcycle was traveling westbound on Seawall Blvd and the pedestrians were attempting to cross the street from the north side of Seawall Blvd toward the beach. While the pedestrians were crossing at an unprotected area of the roadway, they were stuck by the motorcycle in the lane of traffic. Investigators are still trying to determine if the vehicle's speed was a mitigating factor in the collision but it is believed at this time that alcohol was not a contributing factor.[br /][br /]No charges have been filed at this time.
