Man's body found outside City Hall

HOUSTON (KTRK) -- Police are investigating what happened after a man's body was found on a lower level outside Houston's City Hall.

Workers spotted the body this morning. The man is located in an area about 10 to 15 feet below the sidewalk level. There's no easy access to the area.

It's not clear if the man fell or jumped, but he is dead on the concrete below street level.
