The incident happened nearly a year ago, but she believes it could be the same suspect recently arrested for wearing a tutu

CONROE, TX (KTRK) -- Another woman claiming to have seen a lingerie-wearing male flasher has come forward, 11 months after she says she and her friend were approached by him on a Conroe parking lot.

Last week, Richard James Staples, 51, was arrested after women at a north Harris County beauty school took pictures of a man dressed in a bustier and tutu, wearing stiletto heels and fishnet hose. One complainant claims the man exposed himself to students.

On Monday, Sherry Navarro and her co-worker/friend put into writing what they told 911 operators last December.

The two women, as well as a four-year-old child, were in the parking lot of a Conroe restaurant, when Navarro says a man wearing a trench coat approached them.

"He had a sick kind of smile on his face," she says, "when he opened up his trench coat." Beneath his coat, she says he was wearing pink and black lingerie, black hose and high heels. Navarro says he had rearranged the underwear, and exposed himself.

The flasher, according the restaurant, had been seen over several years, typically appearing during the lunch hour. He would make his getaway before being caught.

Last December, Navarro and her friend got over the shock and followed the truck, getting a make, model and license plate number. She says she called 911, but the call wasn't routed to the right agency.

After seeing the arrest last week, she followed through, going to the Conroe Police Department to file a report.

According to Sgt. Brent Stowe, there are several unsolved reports of indecent exposure in the city. The description of a man wearing women's underwear sounds familiar, he says, as well.

Navarro's report will be investigated. Chief Mark Herman of Harris County Precinct 4 Constable's Office has asked anyone who believes they may have encountered the same accused flasher now under arrest to come forward.
