25-year-old charged with murder after mother of 3 found overdosed in her Bacliff driveway in January

GALVESTON, Texas (KTRK) -- A man has been arrested in connection with the death of a mother of three who overdosed and was found outside her home in Bacliff, according to the Galveston County Sheriff's Office.

In January, deputies with GCSO responded to the 4700 block of 2nd Street after reports of a deceased person. Once they arrived, a woman, identified as 37-year-old Amanda Tsipai, was found in the driveway, half-standing and leaning into her car. She was pronounced dead at the scene.

Officials had determined the woman had been outside for at least 18 hours. Deputies said as they investigated the scene, they discovered the woman's 10-year-old child caring for their three-month-old child. The woman's third child was not at home.

An autopsy revealed that the woman had an exponentially high amount of fentanyl in her system, causing an overdose.



An investigation through Tsipai's cellphone data and surveillance revealed a suspect, 25-year-old Dishod Rowe. Officials suspected that he was responsible for providing the fentanyl.

In March, the Major Crime Unit, the Organized Crime Task Force, Crime Reduction, and GCSO SWAT worked together to arrest Rowe without incident. According to court records, Rowe has an extensive record dating back to 2014.

The Galveston County District Attorney's Office charged Rowe with murder and set his bond at $500,000.

"Let this case serve as a warning: Fentanyl is deadly, and those who traffic it in our community will be aggressively investigated. We will not tolerate those who profit from poisoning our citizens," the sheriff's office said.
