According to records obtained by Eyewitness News, Bell was arrested by the Brazoria County Sheriff's Office on Friday.
In an update on Saturday, the Brazoria County Sheriff's Office said that deputies responded to a report about a man exposing himself inside an office building in Angleton at 9:30 a.m. on Friday.
Deputies said that when they arrived at the scene, the victim told them that she walked into the lobby area and noticed a man, identified as Bell. Investigators said that Bell had his genitals out and was self-gratifying in an office chair. The victim told deputies that she turned away and contacted law enforcement.
BCSO said that Bell was arrested and taken to the Brazoria County Detention Center, where he was booked for indecent exposure. Bell was released on Saturday afternoon on a $75,000 bond.
According to the City of La Marque, Bell's bond conditions require that he not contact the victim, go near her residence, or go near the school she attends.
The City of La Marque also said Bell remains in office unless he resigns or is removed in accordance with the Charter and applicable law.
City leadership said they have not communicated with Bell, nor has he reached out to city staff.

"The City of La Marque has confirmed that Mayor Keith Bell was arrested today in Brazoria County on a charge of indecent exposure.
To the residents of La Marque, we recognize that this is a shocking and disheartening development during a period that has already brought significant uncertainty and challenges to our community. We understand and share your concerns.
The City is committed to keeping residents informed and will provide additional information as it becomes available, with a guaranteed update on Saturday, August 22, 2026.
This matter occurred outside of Mayor Bell's official duties with the City of La Marque. At this time, the City has no additional information beyond what is available through public records.
The City will continue to follow its Charter and all applicable laws as we evaluate next steps and gather additional verified information."
