Houston police said the collision impacted traffic during the afternoon.
An image posted on Texas Department of Transportation's Houston District Twitter account showed workers trying to work on the crane.
"This clean up effort will take time to clear. Bridge will need to be inspected too," TxDOT tweeted.
By 3 p.m., though, the ramp was reopened to traffic.
