Police admits 'mistakes' responding to toddlers standing on second-story ledge

VALLEJO, California (KTRK) -- Fear turned into frustration for a woman who spotted two toddlers on a window ledge outside of a second-story apartment building.

The woman says it took police 30 minutes to arrive after she called 911.

The children were reportedly wearing diapers and wandering from an open window in their home.

Police say dispatchers did not give the call the correct priority.

Officers have reached out to the toddlers' parents and are investigating the incident.
