Harris County Judge Ed Emmett provides State of the County

Harris County Judge Ed Emmett delivered his annual State of the County address on Tuesday.
Judge Emmett looked forward to the future of the county as rebuilding from Hurricane Harvey continues.
He did, however, take time to recognize the Astros World Series win as a celebratory moment in history for all Houstonians to share.
