HOUSTON, Texas (KTRK) -- Earlier this summer, Eleanor Tinsley Park welcomed thousands for Freedom Over Texas.

Now it's closed to the families and visitors to the city after Harvey.

The sprawling 124-acre park and the Houston Police Officer's Memorial are underwater after the rain-swollen Buffalo Bayou rose beyond its banks.

We got a closer look at the high water as SkyEye13 buzzed through downtown this morning.
