Police: Dallas-area sex offender with foot fetish behind bars in Houston

HOUSTON (KTRK) -- A Dallas-area sex offender who police say has a foot fetish is behind bars in Houston.

Harry John Russo, 56, of Plano, was arrested at a west Houston motel Thursday afternoon for failing to re-register as a sex offender.

He's on the state's lifetime registry for a 1979 burglary during which he tried to sexually assault his female victim.

However, his latest conviction was for indecent exposure in December 2013. According to Sgt. Jon Felty of the Allen Police Department, Russo approached female car hops at Sonic Drive-ins in both Plano and Allen and offered them $20 in exchange for a look at their feet. He offered one woman another $20 for allowing him to also masturbate. He told police he had a foot fetish.

Russo was found guilty of indecent exposure. He was required to re-register as a sex offender in Plano but never did.

A warrant was issued for his arrest earlier this month. Thursday afternoon, in response to a request from Dallas-area authorities, the Gulf Coast Violent Offender Task Force located Russo in Houston and arrested him.
