IOWA CITY, IA (KTRK) -- An Iowa man is hit by a vehicle and killed while in police handcuffs and now some are calling for a change when it comes to the state;s patrol car.
The man was arrested for drunk driving. He was then placed in the passenger's seat of the patrol unit. Authorities say he was able to unbuckle himself, open the door and run off minutes later. He was hit by a van and killed.
Iowa state patrol units do not have back seat cages and officials say, they don't want them because they need access to their back seats but some say they are needed for safety.
