HOUSTON (KTRK) -- A Houston teacher is accused of inappropriately touching a special needs student in a high school classroom.

Albert Lee Randall, 54, is charged with improper relationship with a student after a teacher's assistant told authorities he saw Randall put his hand inside a girl's pants.

The alleged incident happened in a classroom at Wisdom High School on Feb. 3, according to court documents. The assistant says Randall had his hand on the leg of a 20-year-old student, who is non-verbal.

HISD police interviewed Randall, who reportedly confessed to touching the student inappropriately for 15 minutes or more, even though he was aware she was non-verbal and unable to consent to any type of sexual contact. Randall reportedly said he knew the behavior was wrong, and he knew the girl didn't have the capacity to have a sexual relationship.

But according to court documents, Randall also told police that the girl wrapped her arms around him while he touched her. He reportedly claimed that if the victim was a "normal functioning" person the feelings would have been mutual, and it would have been a "good thing."

Randall was removed from the campus as soon as school officials learned of the allegations. He was arrested Tuesday.
