HOUSTON (KTRK) -- The sound of jack hammering was sweet relief for a northeast Harris County neighborhood Wednesday morning.
Seven days after four inches of rain flooded homes and a church, Precinct 1 crews dug up Mesa Road to add culverts.
Neighbors say it should have been done when the road was built a few years ago.
It wasn't.
The crews were dispatched just days after ABC13 called new commissioner Rodney Ellis to ask about help for the neighborhood. Ellis pledged aid within a week.
On Wednesday, he delivered the help and called it a small part of the larger flood control issue that he plans to address.
