HOUSTON (KTRK) -- Out-of-school suspensions will still be on the table for the youngest students at Houston schools.
The Houston Independent School District has rejected a proposal that would have prohibited out-of-school suspensions for pre-K through second grade students.
The district says they will make the punishment a last resort, but some believe the punishment is too harsh for children.
HISD has also chosen to provide training for teachers designed to help them deal with disruptive students.
