SPRING, TX (KTRK) -- An investigation into a foot spa business in Spring has led to the arrest of two women who police say offered sex acts for a fee, as well as unlicensed massage services.

Harris County authorities say complaints from residents and business owners prompted their undercover operation at Foot Spa in the 16800 block of Stuebner Airline Road.

Zhiqun Li, 49, and Jianhong Yang, 47, were arrested. Li is charged with prostitution. Yang is charged with violation of the Harris County Sexually Oriented Business Regulations (Participating/Engaging in Prohibited Business), and Violation of the Texas Occupations Code (Hiring unlicensed massage therapist(s)).

Harris County Precinct 4 Constable Mark Herman said in a statement, "One of many goals at Pct. 4 is to try to separate legitimate massage businesses from the ones conducting illegal activity and hold those persons accountable."

Precinct 4 adds that businesses conducting unlawful activities open up in strip shopping centers beside restaurants and other legitimate businesses where families frequent.

Li is being held on $500 bond. Yang is held on $1,500 bond.

This is just one of four massage parlors in our area busted for alleged sex acts in the past two months.
