The Texans have lost several free agents, including Earl Mitchell. Also, earlier this week they released tight end Owen Daniels and cornerback Brice McCain.
"It's very exciting," Graham said. "My wife and I, we're glad we can stay in Houston. We love it here and I'm looking forward to getting back to work and a new start with Coach O'Brien."
The Texans are dealing with limited room under the salary cap.
