TEXAS CITY, TX --
A Galveston County man faces charges for neglecting several horses so badly that two died. Texas City police charged David Altamirano with cruelty to livestock. The group Habitat for Horses took in his five horses. They say two of them died, and the other three will take months to recover.
Altamirano is out on bond.
The habitat group says rehabiliting the horses will be expensive.
