Police said the woman had her five-year-old daughter with her when she stole several items from a Family Dollar on Airline at West Little York around 10:30pm Saturday.
According to investigators, the woman also had a teenage girl with her.
The pair allegedly stole $50 worth of merchandise.
Officers arrested the woman. The teen was also arrested after a brief foot chase and struggle, officials said.
A relative was called to pick up the five-year old.
