The crash happened outside a shopping center on Westheimer and Joel Wheaton around 9:30pm Friday.
According to Houston police, 58-year-old Deborah Palacio was walking in the parking lot when she was struck. She died at the scene.
Police said the driver -- identified as 18-year-old Jonathan Michael Guilbeaux -- took off after the crash, but his car broke down at Westheimer and Gentryside.
Guilbeaux is charged with intoxication manslaughter with a vehicle and failure to stop and render aid. Bond was set at $30,000 for each count.
