Voters get chance to weigh in moving rainy day funds

HOUSTON

If passed, Proposition 6 would amend the state constitution to create a fund for new water projects. Two billion dollars would be taken from the state's rainy day fund so that the state can lend money to utility companies and cities.

Rice University Political Science Chair Mark Jones predicts Harris County voters will make up about 40 percent of all Texas voters in this election.

Both prominent Republicans, like Governor Rick Perry, and prominent Democrats, like Senator Wendy Davis, support the proposition.

Some Tea party groups have voiced opposition, saying the proposition would increase government spending too much.
