The NFL confirmed the punishment Wednesday, saying Pollard was fined for hitting a defenseless receiver in the head or neck area with his shoulder.
The hit in last week's 30-24 overtime win by Houston left Johnson with a concussion after Pollard helped knock him out of bounds near the goal line late in regulation.
Pollard shared he had been fined on Twitter. He wrote Wednesday morning the NFL said he did "`everything right' but 42k later I still get fined. Wow! It's called football but they want 2 hand touch."
The veteran safety has been fined previously in his career, including for a late hit in the preseason opener in August.
Texans cornerback Kareem Jackson also was fined $42,000 for his hit in the same game on Titans receiver Kendall Wright, a source told ESPN.com's Tania Ganguli, confirming multiple reports.
