National Weather Service meteorologist David Hefner said Saturday that El Paso and surrounding communities received more than 3 inches of rain over four days. Other parts saw upward of 6 inches. The El Paso Times reports that low-lying areas of Socorro and San Elizario saw extensive damage with residents retreating to emergency shelters.
Across the border in Juarez, Mexico, about 70 people were evacuated in one neighborhood after a reservoir spilled over.
Hefner says heavy rainfall usually concludes by the end of August. More rain could move into Texas on Monday with the arrival of Ingrid in the Rio Grande Valley.
