HPD narcotics officers tried to pull a driver over on Austin and Ruth. But he took off and surrendered three miles later on Cleburn and Almeda.
Investigators say they found crack cocaine in the car. They also believe he threw drugs out of his window during the pursuit.
The driver is charged with cocaine possession and felony evading.
